A vtuber can gather a lot of popularity by just simply posting their design.
And even if their personality is nothing "outstanding" (for the lack of a better word), people will still watch the streams because of the cute design and interesting results the face tracking can get when they react to certain stuff.
I wouldn't watch any Japanese streamer because I don't fucking understand the language, yet I watch Japanese chubas because their random noises and character design really get me hooked.
