Vtuber discussion was shut down extremely quickly on /a/, shit I even remember seeing kizuna ai image reaction posts getting zapped on the spot back in 2016./jp/ was where all the vtuber discussion went, and when that board's 2hu fags got heated enough over Holo Myth's off topic general,/vt/ was made as a result.
Either way I'm pretty sure they were asking what an IRC is, which was a simpler precursor to discord with voice and text chatrooms.
