Advent and Justice were supposed to be sister gens that debuted within 6 months of each other. It's why their lore is so intermingled. There were a lot of complications between Council's and Advent's debuts specifically caused by constant delays in hiring artists, getting everyone trained, etc because the original holoEN producer was too busy with his personal pet project (starsEN).
There were originally supposed to be 5 and 5 with each talent having a counterpart with the twins actually being on opposing sides, however because of all of the delays, one of the girls got tired of waiting (they suspended roommate activities and quit their job assuming they would be fulltime holo within a year) and dropped out. At this point the original debut timeline of January 2023 was completely off the table with no ETA.
ENPro's starsEN gen 2 debuting in January is actually what caused the shift in management. Japanese suits started asking how EN was able to fund a 2nd stars gen so quickly with barely any analytics to prove if starsEN gen 1 was successful enough, while also struggling to secure a debut timeline for the next girls gen. Investigation was over and done rather quickly since ENPro basically admitted without argument to moving more funds to stars EN without permission, and was quickly removed and replaced.
New management had the idea to get at least half of the girls hired out the door and streaming by combining the twins' channels into one and have them debut together, which is how we got two gens with only 4 accounts each. Commissioning 3 illustrators and 3 riggers was much quicker than finding 8 (possibly 9 if they replaced the girl that dropped out). So while Advent had a debut timeframe of "summer 2023", Justice would have to wait as "winter 2023" was already slotted with a new type of gen, which would turn out to be Regloss. Rather than rock the boat with the original 6 month sister gen idea, management moved them back to the middle of 2024, specifically before the 2nd EN concert, so they could have a hype squad for the 2nd EN concert.
One final bit of fun trivia was that the dropped girl was originally going to be a bird. Much like Lui, she was also going to be a hawk, too.
