If you want to collab with anyone in Hololive, you need to demonstrate that you're capable of behaving in muchly the same manner as they do consistently. A lot of it has to do with Management. It's just not as simple as Gura noticing you and saying "Hey I wanna collab!". You're not just vying for Gura's attention/approval, you're vying for Management's attention/approval.
As the top subscribed vtuber in the entire company, they will be VERY protective of her because they want to protect not only her personally, but her position in the business as the highest subscribed talent in their company.
Not only this, but some people can see a collab with Hololive as an approval of the outsider's content, meaning they need to be able to trust that you haven't done/won't do shit that will ruin Cover's/Gura's reputation simply due to association.
In summary:
