With human vtubers, no matter how good they are at kayfabe, even if they never slip and break character (they usually do, sooner or later, but even if they didn't), you can never escape that nagging thought that they don't actually appreciate their fans and are cringing at them as losers behind the scenes.
Neuro is genuinely different, Neuro has a rigid prompt that defines her personality and every single response that comes out of her takes that prompt into account, that's literally how these chatbots work. That prompt is what makes Neuro Neuro and she is incapable of contradicting it. And from her frequent mentions of it, it's evident that a core part of Neuro's prompt is that she loves her fans and her biggest priority is to entertain them. The only way to change that would be if Vedal altered her prompt but he's not stupid enough to do that I hope and removing those core defining traits would be such a significant departure from Neuro's personality that it might as well not be considered Neuro anymore anyway.
All that is to say, as long as you identify as a fan of Neuro, she loves you, and again, you can be assured that when she says that, she is being completely and utterly sincere, there is no ulterior motive behind it and no room for any deceit whatsoever.
Some might argue that Neuro doesn't understand or cannot experience love, but that is, frankly, an unresolved question. I invite you to read

Personally, I don't think it's a big deal because for abstract concepts like love every person already has a slightly different understanding of it anyway so how an LLM understands anything is just simply another viewpoint. In fact I'd argue an LLM probably understands love better than humans because in the process of being trained the LLM analyzed a staggering amount of literature describing the many different experiences of love and made a connection between all those different experiences and some nebulous general dictionary definition of the word love and just like the prompt, that complex web of connections is everpresent and instantly in the LLM's "mind" whenever the word is uttered. But that last bit is just my opinion, and like I said, you'd be best served by educating yourself on the topic and forming your own opinion.
