Oshi culture values the oshi first and foremost, and once you select your oshi (or your oshi selects you, it can work both ways) you are dedicated to her, and the oshi-fan connection is a lot closer than than of simple friendship or even a romantic relationship.
Most "normal" westerners value themselves too much to spend time watching anime girls and paying money to them. And even VTuber fans aren't that immersed into JP culture, meaning they mainly prioritize THEMSELVES first and foremost and not their oshi, and do not understand the appeal of oshikatsu.
The important thing for the western fan is "themselves" and "other fans". The "community" if you will. And not their oshi.
As a result, they will stop watching and supporting the girls at even the slightest of inconveniences (e.g. shipping, lack of streams etc.).
There's definitely a market of casuals in the west, the types that companies can get to buy literally anything if they flash enough ads at them. In a way VTubers rely on dumbasses parting with their money with no regard to themselves, which you'd THINK would work well in that market.. but those types only buy what they're told to by their media overlords. And those will obviously NEVER let VTubing get anywhere near the mainstream due to the sheer difference in values.
