There was a bit of JRPG drought after COVID, so this was basically the big game that showed up afterwards. It's made with Unreal Engine and has a lot of fancy effects. It focused on a few things like very showy graphics and visuals, a simple story where two opposites fall in love, and a very linear experience that railroads any idiot who can't pay attention for 5 seconds.
Keep in mind the series was also recovering from Zestiria and people didn't have enough trust in the series even though Berseria was all right. Arise isn't even that good but it sold a lot by merely being a simple and straightforward RPG with graphics people liked. By simply looking good, it attracted lot of people into buying it. Especially normalfags.
