Otherwise, you can reduce the entire existence of communicate in general to be "the encouragement of the foolish to speak" by using the maxim on it.
The purpose of a thread is to communicate. The fact that a fool speaks within it is the fault of the fool more than the existence of the place in which they speak, lest you conclude that speech itself is folly.
