What it means is during summer (monsoon season, basically), rainfall will be significant because of wind blowing from the ocean northeast to /2434/, while winter (dry season, rather - the tropics doesn't really have a very cold season) will see far less rainfall (relatively speaking).
As for the biome, assuming no other factors such as human civilisation development or supernatural effects, most of /2434/ would likely be tropical rainforest, which is the densest in the east and gradually thins out near the west coast into a mix of woodland and grassland.
