I mean, technically they have a code of honor and all that that they follow, but if they wanted to they could literally just decide that the American Elder Scroll revealed to them in a dream that the color "blue" is illegal, and we would just have to deal with that, because the Council of Elders is unchallengable. Isn't that kind of wild, when you think about it?
