That's probably one of the reasons so much conflict occured outside of the fact that every corpo fanbase here inherently can't resist tribalism when the opportunity presents itself.
I imagine that while 90% of the planet is industrialized, nature based chuubas might have gone full eco terrorist and reclaimed some cities as reserves as well.
Kinda wondering how it would be governed with so many different political factions involved, maybe a council of the high priests and city governors but having such an immense population makes it unlikely that elections or democratic governing is possible or efficient or maybe attempts at democracy amplify conflict.
The planet could probably just be called HoloNiJo United.
