Pure water wouldn't work very well, humans have no trouble warming up a layer of water pressed between their body and some garments, and eventually evaporating it, through physical activity. I think you'd want some kind of oil for sure, this way it doesn't evaporate. Some kind of oil with a high thermal conductivity, and a low surface tension, this way it spreads through the fabric easily and impregnates it fully. Basically you want the liquid to fill all the air bubbles that clothing creates, because this is where the thermal insulation comes from. Once the oil fills out all those gaps, the skin and the metal will basically be connected by a thermally conductive layer that should draw heat away from the body very fast, because metal has a lot of heat transfer with air.
If it's cold enough, that could be pretty problematic for soldiers, if it's below -5 or -10 deg. C.
I can't think of a material that has those properties IRL, but I don't think it's implausible. it could be an oil extracted from a local plant, or from the liver of some native monster you have, or anything else you want.
