I get a feeling it's not Cover being anal but more a question of personal preference: freedom-loving chuubas go to Nijis with already existing networking meaning they already have people they wanna collab in mind.
Hololive mostly recruits 3DPD streamers or, in rare cases, small indies that might not have had any VTuber friends prior to employment with Cover so any networking for potential collabs outside of company they have to do WHILE working for Cover.
