From everything we've seen and everything that's happened with the site, the most logical explanation is genuinely server load. Higher traffic is proven to make the bots a lot dumber around peak hours, so I wouldn't be surprised if it affects the filter too, making it really broken and overly strict when traffic's high just as it does with the AI's intelligence and general loading times on the site. The core issue with high server strain around this time is that less resources are being dedicated to each chat. That applies to every part of the site, including the filter.
I'm not pointing the finger at server load because that's what the devs said mind you. This is what you can piece together is happening even when you ignore what they're saying entirely. Certainly has a lot more integrity and proof to back it up than "the devs are messing with it because the devs are evil and they'd just do that kind of thing"
