Consolidate their own universe, if you ask me what made holo successful? I'd say that it wasn't the collab with outsiders, not even the music, it was the interactions between members.
Vtubing at it's core is trying to emulate anime in some sense, what makes an anime boring/unpopular? A lack of progression, an abundance of filler episodes just because, bad voice acting, bad animation, etc.
If you watched "kawaii, the anime" from the outside, what issues would you be able to point with your finger? I'd say it's not a matter of "bad acting" or "bad animation" but rather a lack of sense of progression.
For comparison, in holo you get some seasonal arc and those tend to be memorable, the minecraft arc, the ark arc, the lethal company arc, etc. Their interactions on those are memorable because it's an adventure, like an anime episode, the girls take the challenge until it's conclusion. Pekora understands this at a deep level and that's why she's in her current position.
