The in-universe Geneva Convention absolutely does not exist, considering most outbreaks of conflict are mainly self -contained ones where information can easily be controlled, there is likely no way that the nations would ever corporate to sign a "this is too far don't do this in war" treaty. Even if that were the case /meat/ would obviously do everything in their power to make sure the treaty doesn't go through. Even if such a treaty exist you can use age old "policing duties over a riotous people" excuse every empire uses.
