Consider the most recent example - management was greedy and cutthroat enough to approve of Rushia's GFE grift, but was also so lazy and incompetent they couldn't even make her keep a separate Discord account for her personal communication.
This is a pattern that's been repeating over and over for the better part of a year. Management has become so fat and bloated off guaranteed simp and sponsorship money that it filters down into everything they (and by extension the girls) do. So you have a discipline problem (Mori, Ayame, Matsuri, Haato), an ethics and security problem (Rushia), and a human resources problem (Kronii and Sana being terrible hires who can't even bring themselves to stream), all going on at the same time.
This kind of environment trickles down onto the whole company, so you have your good talents getting progressively less motivated, and your lazier and more entitled talents constantly pushing the envelope of what they think they can get away with.
On paper, there's no reason Cover can't do a shakeup and set Hololive back on the right track. In practice, companies rarely change after they start showing this kind of management rot.
