Really though her outfit was kind of the problem, it was just so plain, and Nene was just kind of plain for a while before she started getting autistic. What's interesting is how over time a lot of Holos start as kind of a blank slate and various things kind of build up over time for them that become canonized as memes or actual things they do. Like Botan's "poi" 'nade tosses were never meant to be a big thing, it was just something she liked saying - but became her best-known catchphrase actually, to the point her fans are little grenades etc. Nene got that kind of development in spades; she definitely was not thought of as a cute ditzy womanchild at first but well, modern Nene? Yeah.
