So Suisei will always own the rights to the character Hosimati Suisei and her original design, but the new designs are in all likelihood Hololive's property. However, in practice Japanese companies pretty much always make deals that hand them all the rights in everything but name and have such high penalties for unilateral retractments that no private individual can afford them. Nevertheless, if you really want to say fuck you to your erstwhile partner, it's always possible and they might be willing to negotiate to avoid bad publicity and save face. The guy who made Kemono Friends (?) is probably the most famous recent example of someone who backed out.
But in Suisei's case, her leaving the company would be bad publicity anyway, so I don't see it as any extra leverage. I think the only way she gets out of Hololive with her character is if the company and her mutually agree to part ways or Cover goes under for reasons completely unrelated to Suisei. All we know after all is that she was ready to compromise on everything but losing her character and that was the reason everybody else had rejected her, so I'd err on the side of the contract being pretty harsh in my assumptions. Of course, since then she has transferred from INNK to Hololive and who knows what happened to her contract then. The speculation seems to be that the talents sign for a year at a time anyway, but her character rights might be under a different deal.
An interesting speculation I remember seeing is that Suisei might actually be the richest Holo simply because as the creator of her character she gets two cuts instead of one every time she appears anywhere. But I know jack shit about Japanese law, so I don't know if monetary compensation is exactly the kind of thing corporate lawyers wrestle first to the company's favour.
