Mohg was concerned about lineage because he was divine by right but shunned for his omen nature, whereas Morgott felt ashamed of his omen nature and suppressed his blood and gave himself to eternal servitude to the ErdTree even when it would nevrr embrace him. Mogh recruits agents to him through various means, resulting in Sanguine Nobles and Bloody Fingers. The War Surgeons were kidnapped but had their bloody nature from mercy killing turn into bloodlust. Mohg as a demigod child of Marika, knows the dynamic of God and Consort and knew Empyreans were the only ones who could become Gods, as the two fingers choose them. With Ranni "dead", Malenia on the war path there was only one logical answer to this equation, Miquella. Miquella's influence is everywhere in the game. Every Miquella and Trina Lily, every nascent butterfly, including the first item you see after the noble scion at the start of the game, but will most likely not grab as the cliff collapses below you if you're not quick enough. Torrent was his steed before Melina's, and entrusted to you. Miquella is a grand schemer like his mother Marika, and it is why Malenia feared him. She knew his power and determination would let him ascend to Godhood, and didnt need any charming to carry out Miquella's will, like fulfilling the vow when she thinks she kills Radahn (the remembrance reveals the words she whispered to him, also if we assume she only awakens when the Tarnished stirs her, it explains why she believes she has never known defeat, because Radahn did outmatch her up to that point, he allowed her to stand up and reattach her prosthesis with many spears stuck in him). As for how widespread Mogh's influence is, think about how Varre is the first person you meet. He's there because hes trying to gauge and recruit Tarnished. His bloody fingers invade people openly, not just as players but also npcs. His dynasty could only be complete with an Empyrean. Miquella's butterflies are also mostly found around Nokron, including vantage points that could see Moghwyn palace.

At first, the council was established, with Morgott still defending those thrones today and decrying them as traitors. Leyndell was sieged twice, including once by Radahn. Godrick fled to Stormveil among women using Marika's Mischief. Leyndell even had an offensive against Rykard after he torched the minor ErdTree and failed. Malenia marched all the way from the Haligtree to Selia in Caelid, beating up Godrick and making him a simp along the way. Mohg, who escaped along side Morgott clearly not long after the Shattering for a council of demigods to be eatablished in Marika/Radagon's absence, had a long time to establish his dynasty while everyone else was fighting over great runes (except Malenia who let Godrick keep his, curious). The evidence is there if you look for it.

Like the Eclipse didn't solve Godwyn's soul death, nor the attempts to plunge into GO Fundamentalism didnt solve Malenia's curse, the Haligtree was a failuee. The Shattering gave Miquella the opportunity to follow Marika's path, Mohg gave him an easy key for both a consort body for Radahn and a means to enter the Land of Shadows.
