Japan didn't have the term for pedophile. They normally marry at young age. When Feminism invaded Japan, they want to use a term to shame men for loving young girls but don't want the opposite (shame women for loving young men) so they picked the term Lolicon.
So yes, in the West it about fictional but in Japan it can apply to pedo men.
The words however can be changed overtime and Western men trying to protect the term "lolicon" for it original meaning so they can have "freedom of fictional".
