If you actually follow their streams, it's clear the numbers are lower because they were sampled for the start of September, when HoloEN2 was all the hype and numbers normalized since.
Specifically, normal streams and especially low end streams are peaking lower than before, but they're actually getting more and more streams with high end peaks that weren't reachable in June-July.
take Elira who was in a decline for instance.
First week of Sept she had a slightly lower 1844.3 peak average. But that's because she had 2 streams with just 1k peak and 1 with 3k to offset it. The rest were 1700-2k.

Out of the last 10 streams, the "average" stream peak is now ~1600, but 1/2 out of the last streams are now over 2k at peak, leading to all time high average of 2119.7
