Providing EN translation definitely helps chat (EOPs) to follow the stream. On the other hand, though, saying EN frequently while talking to a JP tend to break the flow (you can pretty much see how Rushia tend to be quiet briefly while Mori was speaking English here, for example). So in the end, it's depends on whether the Holo wants EOPs to enjoy the stream to the max, or if she wants to keep the conversation with her collab partner going on.
You said Kiara and Bae don't repeat themselves in English as much, but Kiara has no issue translating during HoloTalk because she knows it's in talk-show format and she doesn't need to keep the back and forth conversation going. On the other hand, IRyS did a 180 and spoke mainly in JP in her most recent pseudo-collab with Polka.
It's just a matter of what the streamer want to prioritize in specific streams, really, not Kiara / Bae's issues.
