Imo, one of the main differences between Holo and Niji's collabs with international branches is the impression the JP viewers have on these branches.
Niji overseas branches are <1000 CCV for most part and NijiEN is like low to mid-tier NijiJP, so they're viewed as cute "little brother/little sister" branches that the JP branch is boosting.
HoloID is kind of like that too, but HoloEN is treated like this mythical international celebrity branch by JP members.
Just look at how they acted like they saw a celebrity when they finally met Gura during Usaken fes and how many of them were wow-ed by HoloEN smashing sub milestones. "Kari-chan kakkoii" is not a meme to them.
That excitement from them radiates to their viewers, which generates overall hype for international interactions.
