Yeah, it sucks that they're living in what's essentially a third-world country compared to the JP server, but sitting around and refusing to put the time and effort (months/years) into building it up isn't going to make it any better. So they're stuck in this stand-off where Minecraft isn't fun because there's nothing to do, and there's nothing to do because none of them want to play it.
Even if they were on the JP server, the only one's you'd see on it would be Ina and Kiara. Ame only wants to build practical things, of which there is no need for on a server where everything has already been done, Gura would get filtered by being an EOP, and Mori doesn't even like Minecraft.
