I would say 35ps are dedicated. I'm not sure how to rank the fanbase with metrics.
If I were to rank them based on content efforts within their fanbase ecosystem, I would say top 5 on top of my head.

Loyalty wise, the ones unshaken by rumours and solely dedicated to their streamer whatever the cost:
Kenzoku>35p>Marine>Kiara>Moona=Deadbeats

Kenzoku is a bit special since most fanbase material and effort are spearheaded by the foreigners, unlike Marine. If you're talking fanbase quality, definitely Towa's is one of the best up there, albeit can be retarded at times and they had to be scolded on every membership streams.
Other unmentioned Gen4 and Gen 3 is pretty good too, although their efforts are usually done behind the scenes. More of their preference staying low profile but pretty dedicated.

Every membership streams usually opens with post-mortem of weird shit the Kenzoku does for the month.
For example reminding of them NOT to: spamming TMT on sponsored Bushiroad stream. Posting smut fic of Towa and Sio on twitter, typing unrelated stuff on chat, backseating (although mostly mad at grey names that does this), teetee within the Tokoyami Family to stop being gay, sharing membership content such as the calendar (or use it as twitter avatar etcetera.

Every membership stream, the Kenzoku gets a debrief of what they fucked up on that month.
