In terms of organizing big collabs and making sure nobody gets left out, Ame and Kiara are the biggest. Kiara is unironically one of the biggest in Hololive as a whole between the Amogus, the Mario Kart and Holotalk.
In terms of watching other people, that's a little harder to measure since we don't always know who was watching what. We do have evidence Fauna watches everyone in EN, as well as Bae.
In terms of promoting each other, I don't watch everyone so I can't fully tell you who does it most.
