It's always a safe bet, the only way to lose money is if they announce delays, thus missing an important fiscal date and looking bad to investors, devaluing their stock.
The actual developers are not tasked with making a good product. A game could sell 0 copies and the company would still turn a profit because their investment cycle is so reliable. They make everything off of trading. The developer's only job is to meet deadlines. If they fail to meet deadlines then it's off with their heads.
Financing gamedev is somewhat different in Japan, which is why the entire stands around slackjawed, gawking whenever a Japanese company churns out an actually good videogame. They're all scratching their heads wondering how it happened because that's just not how the industry works in the west.
