In my own experience, the absolute number one reason why young women don't want to have children is their fixation on having a career. You can call it what you want, call it sexist or something, but when women in general are not heavily, heavily encouraged to go into a long-term career, they are going to alternatively want to have more children – indeed most of the young women I've met who say that having a child would disrupt their career are actually unhappy about that fact and wish it were "possible" to have children. There are plenty of men who don't want children, but there are also many who do. The high expense of child rearing is often not even a barrier as many people will push themselves to borderline bankruptcy to have a family. In my mind, it is simply the heavy encouragement of women to work both in Western countries and in Japan that suppresses the birthrates.
