I don't know what it could be, but Marine literally has the same amount of outfits as Noel and Flare (if you count Flare's remodeling as a new outfit), she just got it before them because it was a pre-designed outfit and she was using it for Unison. There's just no rational reason they would single out Pekora as the only member to not get one unless something went unexpectedly wrong.
It's not like they could release a full press release on the details that went wrong anyways.
"Management plays favorites and they don't like Pekora" is straight-up the dumbest reasoning, but also the most popular one because people like being up in arms about something. Management isn't that dumb. Playing favorites does not help them one bit.
We don't know how involved Pekora has been in pressuring for the new outfit, but if she never really checked in on them much, it would explain the atrocious pace they worked in, since they don't seem to work unless explicitly reminded to.
