The Chorus is expected to carry the song here, but it's Towa singing in a relatively high range.
The verse has hardly any compelling sway of its own, and the instruments constantly leap out ahead of the singer, competing with her for attention, both during the Pre-Chorus and Chorus.
During the Chorus, the sound mixing makes Towa struggle to be heard over the background music, and this is when she's already working in one of her weaker ranges.

Contrast this with Towa's mainstay, Error:
In Error, the rhythm of the Verse carries the song.
The Pre-Chorus is short, pleasant, and stylish.
The Chorus is either the greatest thing ever (if you're Japanese), or just something that serves to breaks up the Verse which would otherwise become monotonous.
The instruments remain in their proper places through this and follow Towa.
Her voice can smoothly dominate the low verse and bridge.
It's perfect for her.
