It's more of a gag outfit, you could compare to the prisoner Pekora one, Laplus keeps calling the viewers "otaku-tachi" and making fun of otaku stuff.
In this case the juxtaposition of a classic yukata with otaku-like anime tshirts and manga panels is quite extreme and funny.

There's no reason to believe that it wasn't already being worked on since before gen 6's debut. Gen 6 was in the back burner for a long time.
All holos received NY outfits on the new year with the exception of gen 4 (who debuted right around the new year) and Nene (who got a redesign) having to wait a year for their turns. They don't look at which holos are successful and decide whether to give them NY outfits.
