For Nijis though, they're kinda fucked because they chose a 12 capacity venue for two days. They could still continue, but the thought of having 6k+ people in one area would give them a bad rep.

Maybe, there were other rules aside from restaurants shortening down their operating time weren't listed there. As said above, the concerts could still continue, but 6k+ people attending a concert after the government announced a quasi lockdown would still give them bad rep if the media found out about it. Anykara would be called incompetent and irresponsible to the situation they are facing right now.
