The reasons why the quality dropped is due to the influx of SEA, kiwifarm people and general trolls. There's a great deal of overlap between these of course. There's also a substantial amount of tourists who don't get the culture but latched on to it due to the popularity, though I think those mostly left or adapted by now. The most acute problem of /vt/ as a whole and /ggg/ is SEA posters who add absolutely nothing of value but merely spam and troll, which seems to be a cultural thing, and kiwifarms people. Kiwifarms in particular has a vested interest in trolling, since that's the whole purpose of that forum. They have both a general thread for vtubers (which is massive) and specialized threads for this or that chuuba. Much of the trolling, baiting and such is directly their doing. My rough estimate is that at any given time about 30% of the board and general threads of any chuuba are these bad actors. Since Gura offers next to nothing in terms of scandal and lolcow behavior they love so much, they default to posting meaningless rrats and generally just obstructing the functionality of the thread by preventing genuine discussions and comments.
You should all be familiar with this. Meaning, go check out the kiwifarms forum. You don't need to register to browse the forum, so you'll get a good feel on how they function, what their purpose is and just how massive their interest is in obstructing anything vtuber related. While there is a definite overlap between kiwi and SEA posters, it's mostly incidental. It seems that SEA culture is conductive to being a nuisance with no redeeming feature. We can't really do anything about kiwifarms, but a rangeban of SEA would make things more usable and tolerable and would result in a better board. SEA posters are easier to spot as well. Their English is always atrocious, and just like the kiwis they use off-topic imagery in their posts, be it wojak, pepe or other general non-vtuber related pics and memes.
Essentially /vt/ as a whole is now the center and purpose of 4chan. This dominance of this or that board happens naturally through the years, but the point is we need strict, competent and effective moderation. Like /a/ for instance. For as long as the trolls are allowed to run unchecked we will never be able to function properly.
On top of that I also think we should look into creating an actual old school forum for vtubing. The longer this continues the less likely it is that the moderation will improve or that anything worthwhile will happen. We need to take back the control of our board in essence, or find an alternative.
