It would have depended on circumstances, some purges would have taken the form of battles against groups of heretics, in other cases it would have been hunting down and executing an individual blasphemer on the run. Mass executions would have happened if whole groups were apprehended as well. The whole Purgearc took many years in-universe, so I guess there would have been plenty of variety.
Ah, that's a good question, I imagine it as situations where Deadbeat VIPs are under duress in some way or must be saved somehow, or a subversive group somewhere is trying to foment anti-Mori sentiment in an allied country (Like posting Mori hate in the Kiara split).
