In the context of Vtubing it doesn't change the fact that it would work the same way as it does in ID or any country specific market. Id caters attempts to cater to an ID audience and then bring that audience into the wider audience with English. And they also lose as you say people who only watch their language when collabing when it's English only.
You also severely underestimate the amount of English the younger generations speak in all of the major culture hubs in Europe. Especially those that would be interested in weeb shit.
The precedent for having a branch that speaks in a different language then it's primary audience is already there, it's HoloID who mixes english with Indonesian.
Your last argument is true however, anime is a smaller subculture in Europe and more fractured then in a lot of the other markets. But that wasn't the primary argument put forward, it was in regards to culture/language etc.
