Brazil has a big enough culture around consuming anime and anime-related stuff. The problem isn't that.

The problem is, simply put, money. It's all about the money. There's just not enough money here. For any given chuuba where you'd see a hundred greens and a handful of reds the analog here would have a hundred blues and maybe an orange. There's not even enough whales.

That's not it. In fact, the money spent on any and all kind of anime content here is impressive.
For this country's standards. dragon ball and saint seiya being more popular here than most anywhere else is simply not significant.

I would be surprised if they do prioritize outside of a couple niches. They may seem cliche but this is what the outside perception is unless you live in those countries. People are gonna have to convince Cover that Latin America can be a reliable source of income that goes beyond their perceived impressions of them. Its just that simple. It would also help that someone within cover would actually speak on their behalf.

I'd never watch a brazilian chuuba. Brazilian women are terribly manipulative and greedy (yes, most women are like that all around the world I know, but it's really bad over here) and they'd only turn into chuubas to try and take advantage of a growing market. I have no doubt a few would actually be good chuubas, we do have a little bit of anime culture after all, but 98% would be absolute trash.

Besides, hearing women acting all cute and fake in your own language just doesn't fly. It's too obvious. At least in a different language your perception isn't as sharp, so you can still fool yourself into thinking the girl isn't a complete bitch that hates her 'job'
