You can see the US military favoring the later argument with it's investment of lighter helmets that don't stop rounds as well as PASGT and MICH did in the past.
PASGT goes back to that dynamic of stopping shrapnel and possibly pistol rounds, which being light enough to give mobility back on the battlefield.
