I suspect that because Holo Alternative, that manga adaptation and various games were on the horizon that they got the idea that the characters could/should be something beyond the sum of their parts as a streamer. To an extend that kinda works in that lore can be convenient for some amusing quirks or for conveniently papering over IRL stuff, but it's not like chuubas are going to be reciting lines or anything.
You can kinda tell that it looks like the Councils were coached a lot to act within-character - Sana still does it, Kronii kinda does it a lot (all that "of course I'm so great" kind of talk is her character generally) and you can just hear it sounding acting, like they had to pause to think about it and say it with a sort of probing tone to it, like telling the other girl "I'm going in character right now, do you pick up on it to respond in kind?" - but not all of them are like that. Bae and Mumei seemed pretty locked into trying to be in-character very much to their detriments at the beginning because Mumei overdid it and Bae's overall nature really does not fit the description/look of her lore. Fauna, I dunno, never tried much beyond going "I'm not a deer I'm a kirin" although I think it's more like her personality happened to fit in pretty well with her written char so she just never was dealing with a curve ball like Bae etc. Then again most of these girls could have read up and gone "so I'm supposed to be calm and pleasant ... yeah sure I can do that," Fauna got the fucking easy one.
