I just want to be clear about a few of these points as someone who has been watching Vtubers since Gamers debuted and has been around to see the facts as they happened. I'm trying to keep this as non-hostile as possible so I'd appreciate if you did the same so that we can have a genuine discussion.

Japanese publishers can and will target those talents directly with lawsuits if they have to. When you have a business presence in a country, especially with feet on the ground, you have to abide by their laws even if they are absurdly draconian. I fucking hate permissions, but this is just a reality of being big in the business. Publishers take notice of you and slap your shit if you don't abide their rules.

They hire talents that are already reasonably large and take a cut of their profits while promising to help them achieve greater success. This business model has been around for over a hundred years and isn't anything groundbreaking. Mileage may vary on how useful they are but they generally range from bottom tier leeches to vaguely worth it. They generally do not help people just getting started in an industry, in this case the 1 and 2views.

They aren't going to fire people without just cause and just to be spiteful assholes. Talents make them money and audience trust is important for that. Let's not forget that Coco literally DID leave Cover. Did she lose everyone? No. They followed her. For that matter, Mike was, rightfully, terminated with extreme prejudice. Did she lose everything and have to start from scratch? No she has 850k subs right now. Indies don't start with that. Despite what people claim, there is almost nobody in the industry with an unknown past life. If they had one, people figure it out real quick.
As for keeping their IP; This is a complete apples and oranges thing. Vshojo doesn't provide you with IP and let them keep it. You bring your own model that you bought and paid for? Good for you, it's yours. Vshojo never had a claim to it in the first place. You don't have one and they have to provide you with it? I don't believe they are letting you keep it when you go. Another company tried providing models to talents and giving them ownership of them. That company was called Cyberlive. Notice the past tense? Their talents were poached, alongside the models. Cyberlive shut down all business activities and the few girls that stayed until the end rebranded as an indie group called Aetheria. The business model is not viable because people WILL just use your company as a stepping stone and leave the first chance someone bigger comes along. It's a nice dream but it does not work in reality.
