Evolution of a thread is allowed, within reason of the board/site's rules; that's up to the users.
Splitting the discussion into multiple threads is also allowed.
I'm sorry that you can't read and comprehend english.
My take on the matter is: people have always discussed homo streams when they're happening. Not a lot of people, no, but they tend to not disrupt things. This has happened since /jp/.
I think if you want to be really autistic about the theming of the thread, then mamas, papas, frequent artists, and outside mentions (pomu or indies) should also not be allowed.
However, none of those things dominate discussion either.
At the end of the day, the most important thing is to report the shitposters who are obviously trying to start shit. If you see someone talking about a holopro member streaming, that's more on topic than someone making a schizo post for the 900th time about how Ame never mentioned Gura by name, Gura hasn't streamed in 9 days why is she allowed to do this, Bae is riding the homo cock carousal, 90% of Kiara or Mori posts, and so on.
I genuinely think Rule #1 of this board should be "Don't Reply to Bait", and if you do, it should be a bannable offense.
