I'm pretty sure hololive is small and has a small company structure until last year. They just experience extreme growth the last 2 years, but you can't change company culture easily.

Well hololive is just a project of cover corp that went way to big & Cover corp as a whole was just a small start-up with inferior tech. Anyway, their rigging is not the worst or bad at all, It's cute and has its charm.
