The difference is that the holos fund their own music. Presumably they get more of a return on it because of that, while Cover doesn't really care since it's not their money. Makes sense that holos work hard to promote it and Cover doesn't.
For Irys, Cover has invested in her to produce music at their own cost. Irys is not incentivized to promote it because it's not her money at stake, but you'd think Cover would to get a return.
