As someone who has recently gotten a GF here were my steps.
1) Pick a Hobby that requires a lot of socializing and will meet in person. I personally picked Dungeon's and Dragons.
2) Make a group of friends that preferably includes more than one girl.
3) Get to know girls as friends before asking them out. It took me around a year of hanging out and getting to know her before asking for the date. This also lets you know if you actually like this person.
4) Shoot your shot. Most girls will wait for you to pop the question so when you thing your ready take it.
5) A GF will not be like a Holo. Vtubers are foremost entertainers and will play up different parts of their personalities. When it comes to a GF they can have many of the same traits just more subdued, My GF really likes loli and fantasies about being a monstergirl, but that's not all she is and she doesn't talk about it all the time.
This is what worked for me but really the plan is putting yourself out there, forming bonds, and being willing to get hurt.
