You have to consider that if Ame were calm and samey all the time and never did anything memorable at all, she would just slowly fade out in relevance. Having a funny stunt is just funny to most but also, if you think about it, makes people take it more seriously that she's here and to not take her for granted.
Besides, several HoloJPs have done "big ominous announcement text/no description" bait and switches before, it's not a new thing. If anything it's an old trick from JP side.
