NijiEN don't have Hololive "counterparts," because that term implies some sort of parity. NijiEN talents are better than HoloEN across the board.

Pomu is the kind of hard-working, selfless, unique person Kiara could only ever dream of being. Selen is a far superior gamer than Amelia and is actually funny, cool, and passionate about vtubing, not to mention more creative. Enna and IRyS's personalities could not be more different, and Enna is a significantly better singer. I could go on but I don't want to waste my time trying to educate someone that had this idea in the first place.

That is very debatable. If by creative you mean throw money for 3D MVs and Luxiem animations for her channel, a VR chat map, delaying outfit reveals just for some quizshow thing, and doing Apex/Overwatch 2 streams she's that I guess. Beyond that claiming NijiEN talents are better than HoloEN is cope across the board since it really boils down to preference, streamer/online content creation is ultimately the most subjective shit in the world.
Really, the problem with the OP's list is that the vtubers are only really "counterparts" in the most superficial ways. Rosemi and Haachama don't have much in common at all, neither do Risu or Hana, or even Pomu/Kiara outside of both liking Idorus and cute girls.

Even those with friends in nijisanji, hololive is just such a massive opportunity that it would be extremely difficult to turn down an offer if they actually got one
Especially before luxiem inclined the whole branch
Though even now, hololive is still much bigger for girls, so I wouldn't blame anyone for choosing hololive over friends/culture/whatever in nijisanji (assuming they got offers for both somehow)

I don't know about that, the culture in Hololive and Nijisanji is so different that I don't think it's a stretch to think Enna and Millie would rather be in the latter where they don't have to put up an idol persona on top of the benefit of having friends already in the company. It's not always about money at the end of the day, and to be fair I'm sure even them are aware they're probably not what Hololive is searching for in a vtuber so what would be the point in wasting time going through the audition process.

Well keep in mind, this is mid 2021, back when Cover was still not advertising holo EN as an idol project (unlike what they were starting to do for holo JP since 2020)
There was no expectation of having to do any idol activities
It's only in the past year, with the 3D debuts at holofes and Gura undertaking her idol journey, that that has changed
Also, niji EN started off pretty similar to holo EN ("holo-lite") and at the time of ethyria auditions, its culture hadn't diverged significantly yet
