Anyone with a channel can tell you that Youtube actually doesn't pay you by Views (not counting Premium watch hours since you wasn't talking about that anyway). Views (and CCV, too) is considered a vanity metric - one that might look good, but doesn't always reflect much - when it comes to business aspect of YT VODs.
Content creators are paid for ad revenue whenever their viewers watch or click on an ad. While that is somewhat related to VOD Views (since you need to view a stream to watch an ad), it's not a 1:1 basis. Viewership retention / churn rate matters, a lot.
For example: if I watch your stream / VOD for 30s before leaving, you get 1 view. Repeat that a few times and you'll get some more views (up to 5 per viewer account per day) However, if I didn't see any ad during that short period, you'll be getting 0 cent from it.
Tl;dr: VOD views don't matter that much if you are trying to estimate a content creator's income (so does CCV) unless you know engagement rate of the vid. Even less for corpo chuubas since they have way better / easier sources of revenue.
