EN management were probably the ones that convinced Cover to delay EN3 until next year so that they could focus on promoting Tempus. That is why they are doing everything possible to encourage the holoEN talents to support Tempus since they need to boost those numbers if only for this year.

and they're completely justified in doing so. Cover should be well aware by now of EN's regression in terms of both numbers and popularity. even if the next female gen turned out to be talented there's no guarantee they'll attract new fans. it's far more likely they'll just steal a portion of viewers from the other girls, meaning their audience will be made up of people who already spend their money with hololive stuff.

if there's no extra cash flowing in, what's the point?
