I like the feeling the design is going for, but in execution, in looks uncanny and busy. It certainly looks creepier than most "look how creepy and edgy I am" designs, I'll give it that.
A lot of vtuber designs suffer from the aforementioned problem: they just cram a bunch of random stuff on their model like they're a SSS+ gacha pull, and it ends up looking garish at best, distracting at worse.

Magni and Vesper. I think Vesper's model is even worse, at least Magni has a unique feature in the form of a cloak of hands that made his image quite recognizable, even considering his flattened face. Vesper on the other hand is literally a very poorly drawn #4123 yaoi vampire, without any recognizable trait. Also &IRyS ugly, but cute.

I think the problem is that the vtuber scene is so saturated now that a lot of them have to go to longer and longer lengths to make themselves stand out and avoid accusations of copying a more well-known vtuber's style. Like you can't be a pink-haired catgirl without someone saying you're aping Nyanners or shark/whale themed without being accused of trying to copy Gura. Countless generic models use pink and/or purple as their primary color and they all bleed into each other, as well.
