And methinks whoever does report usually just does it at the EXACT point they're pissed off and don't ignore them afterwards, so it gives a clear signal to whoever was intentionally doing that and just confirms it is a barrel full of fish to take pot shots at.
Honestly I don't think this is actually a problem unique to here, people like this run into it on any site they use. But everywhere else makes them shut-up preemptively or has user blocks/downvoting to make mere evasion or sockpuppeting a lot more tedious, so you get less noise to signal noise than here.
